Who to go to about changing options in second year

I would like to know what teacher to contact in secondary school to change a second year from home ec to art. I realize we're a bit late but due to bullying last year which had to be deal with via the school we didn't get time to transfer classes. Would we go to the year head about this? Thanks in advance.

Yes, talk to the Year Head and the teachers involved.

However, both subjects have a maximum number of students allowed in the class for safety reasons, which might affect the possibility of moving at all.

Your child would also be undertaking a three year syllabus in two years and joining a class in which he/she would be 'behind' the others.
