trouble fixing rim brake/wheel

I had to brake too hard on my bike while travelling fast (and came off as a result). The chain came off and the rear wheel wouldn't turn. I put the chain back on and saw that the brake was stopping it from turning. I tried adjusting the blocks and the wheel turns now, but I have to tilt the brake kinda to let it turn freely, and if I ull the brake it goes back to stopping it afterwards.

After fiddling about with the blocks a bit more I have it so that the wheel turns ok for about two thirds of the rotation, but catches against the brake quite a bit for the rest of it. So it's either aligned at an angle, or the wheel itself is a bit bent.

Any ideas about what I should look at with it? It seems like something I ought to be able to fix myself.
