Mobile Broadband - Pay As You Go

At present I'm on a contract with Vodafone - Mobile Broadband at €25 a month. Contract expires soon. (Thank god)

However my last two bills were very high! One at €75 !!! One at €50.

    It's a joke!!

I'm looking to buy Mobile Broadband (Pay As You Go) At least when I top up, I have control over what I do & dont spend.
Any advice on what one to get? Which network. How does it work?

Is there a start up fee? etc.

On a seperate note, are there any Mobile Broadband offers whereby you have unlimited data at a fixed price?
My knowledge on this is pretty bad so any advice is welcome :)
