Paypal refunded without item being returned

    I've a problem with Paypal at the moment. Here's the history.

    My other half sold an item on eBay and shipped it (to Canada).
    Buyer left good feedback.
    3 weeks later buyer opened a dispute saying it was fake.
    Paypal took the funds from my account until the dispute was resolved.
    The item isn't fake but we agreed for the buyer to send it back.
    Buyer took their time about that too but eventually sent us a tracking number.
    Last week Paypal said the dispute was resolved and that the money was returned to the buyer. I checked the tracking number. It says it was delivered to Kilbarrac. I'm in Swords and asked the buyer to ship to Swords.
    I emailed Paypal who said, they can see the item was delivered so they don't care.
    I rang them and was talking to a guy who opened the tracking details and agreed that Kilbarrac doesn't equal Swords. But he said Paypals policy was that once it's delivered within 8 miles of the destination Paypal consider it delivered. So I have proof that it was delivered to the wrong address but Paypal aren't interested.

    So now my balance in Paypal is negative (about €400), the buyer doesn't care about chasing it up as they've been refunded and the item was delivered somewhere else. I told the Paypal guy that I'm not resolving the negative balance until I receive the item. He could see my point of view but said there was nothing he can do.

    Does anybody know what I can do when Paypal take their next step? Obviously Paypal are going to want their negative balance fixed. If it was a few quid I'd live with it but €400 is a bit much to be giving away.

    Wouldn't it be cheaper to just drive there and pick it up rather than spend more of your time on this ?

    The delivery says Kilbarrac. It doesn't say where in Kilbarrac. Canada Post won't deal with me to get the full address of where it was delivered to.

    Who delivered it? An Post or a courier company? Ring them an ask them where in Killbarack it is.

    Sounds like the dispute is with the courier company. Why would they deliver it to Kilbarrac?

    You could take an action against the buyer - not quite sure how though with them being in Canada. You'll just have to hope they'll give you some support if you ask for it.

    When the tracking says its in kilbarrack could it possibly mean that it is in the an post kilbarrack sorting office?
    (Assuming you mean kilbarrack and not Kilbarrac)

    That's what I was thinking, they might be trying to figure out if you owe any money on it

    Isn't Kilbarrack is the central sorting depot for the North Dublin area?

    I know I've sent stuff to swords and when I trace it, the system always says Kilbarrack PO

    Have you asked the buyer what address he sent the item back to? Is it held in customs to determine if you should pay duty on it?
