Well covered on the Park Tools site. Looks like they use their headset press tool for installation and a separate tool for removal.
The Park headset press ain't cheap but the Cyclus press over at Wiggle might do the job for a much lower price. Someone says in the Q&A for the tool that it will work for press fit bearing cups.
I have the Cyclus press so you're welcome to see if the stepped parts of the tool fit the cups.

I think bike radar had an article on budget and shop bb30 maintenance.
The shop one uses the park tools specific implements and the budget required careful use of a block of wood and a hammer :-)
You probably need the needle pliers (?) to remove the retaining clips though.

As a matter of interest, if you are replacing the bearings, how long and what mileage is on them. My ones were just replaced after 15 months or 1 and a bit racing seasons, don't know what km till I go to strava / garmin.

You need the removal tool (about €10) and the press rings (another say €15). The rest you can make yourself. You will need a threaded bar, large washers, nuts and some rounded piece to keep the press rings in the centre.
I have got all that and you are welcome to borrow my set if you are based near my place. I can also help you with the installation ;).
