I'd say the dampness of the Irish climate would be more of a challenge to this species then cold - given its native range on the continent. In that respect the drier parts of Munster and Leinster would be more suiteable for this species, rather then the West and North. I would imagine that they would really struggle to survive in the type of poorly drained, rushy land typical of large parts of the West and North West. The only place I've seen them estaiblish themselves to any extent(at very low densities in one or 2 locations) is in drier arable areas in parts of Kildare, Wexford etc. Even in the East though bad summers like this one would really set them back as has been the case with the Grey Partridge Project in North Dublin where most nesting attempts have been washed out as mentioned in a recent thread on the subject here:(

Hey mate , it could have been from a release program , are you close to bog and heather ! Are you completely sure it wasn't a grouse , which is equally as amazing to see in the wild . And a native bird too

Virtually all population of Red legged partridge in Ireland are from releases from gun clubs for sport shooting. The bird atlas 2007-2011 shows populations in Cavan/Monaghan. They would favour areas of cereal production. Red Grouse would be found only areas of heather mostly blanket/raised bogs. There is some evidence to show the large scale releases of red legged partridge can cause local extinction of the native grey partridge.
