Are you saying that the guy is already in Ireland for over a year or he wants to rent a car for a year?

There's any number of rental companies in Ireland, they're all online and in the yellow pages. He won't have a problem if he has a full driving licence from an EU country. Might get a better deal though if he waits a few weeks until September when prices will probably fall through the floor.
