leaking flat roof

    I have a leak in a flat roof. It is on the 4th floor and is generally the smoking area .The max amount of people out on it at one time is approx. 30.There is a bedroom below which cannot be used now.The build up on the roof is 600 by 600 conc. paving laid dry on plastic risers on 2 layers of rubber sheeted membrane on ply on timber joists.The area is 7m by 5m.Can i replace it with a fiberglass roof finish withtimber decking on top of it.Anybody help.

    yes, find the leak first, check your falls and consider how the peripheral of the fibreglass covering is sealed/ flashed (check with manufacturer of fibreG what the substructure needs to be, and maybe lay a liner between the fibreglass and decking
