Last time I checked, unless you have an exemption or suffer from an an administrative error, yeah, all universities in Ireland require a second language.

    http://www.nui.ie/college/entry-requirements.asp

"A third language must be included among the other subjects for Arts, Human Sciences, Law, Social Science, Commerce, Medicine and Health Sciences and some other degrees."

Quite a few do. Mine in engineering doesn't seem to. Damn I could of done something else instead of French.

    Edit:
"Q16: Does the third language requirement apply for all courses?

There are some exceptions to the third language requirement. Students applying for Engineering and Science are not required to have a third language. Students applying for Nursing are not required to have a third language. Students applying to NCAD may present Art instead of the third language. "
