Understanding BER meter readings

    Hi
    I am a little confused about BER level readings received on a horizon hd tm plus meter,the BER is shown in a pass/fail 5 star indicator and also the BER level itself .I require some help understanding these readings e.g 3.5e-6 or 1.2e-5,which of these examples is the better reading and why?,also can someone tell me is this a pre or post BER reading .Sorry if this is obvious to most,MANY THANKS.
