I think the minimum ceiling level is 8ft.
To incorporate recessed lighting you need to know the depth of you lights and then allow for the cable to fit on etc.
Remember to add on your floor finish when calculating your finished ceiling height.

2.4m is taken as the normal minimum floor finished floor to ceiling height. Typcially I would aim for a 200mm drop as a minimum to suspended ceilings under hollowcore floors.

You might be tight with the space you have, depending if and what thickness of insulation you have to put in the floor, unless of course it is under the raft. Also bear in mind you may have to drop the ceilings to accommodate waste pipes running under the floor from ensuites or bathrooms or ductwork from any ventilation of the ground floor, heat recovery etc.

What could work for you is to drop the ceiling marginally lower than 2.4m in localised areas as a feature to overcome any potential problems.
