what is the best type of lagging to put on 3/4 Heavy gauge underground water pipes.

the pipe will be down about 4 feet but going on the weather we had for the past 2 hard winters, it was said that the frost had gone down 4 feet.

there will be a lot of sand, gravel, filling around it as well as a high enough water line so I definitely think I will some form of lagging.

If your keeping to below a meter down I wouldn't lag a 3/4" HG pipe.
We have it feeding our house, comes across open fields for about 300 meters, a meter would be the max depth and during both of the bad winters we had no problems..
If your pricing it you could also price increasing to 1" HG with no lagging.. I'd be worried about lagging getting saturated if the water table is high and it may actually make the situation worse..

The vast majority of problems in our area (280m above sea level) were caused to 1/2" standard pipe that wasn't buried below 18" deep..
