Is there a debug LED showing, or does it even get that far?

Try shorting the front panel pins instead of using a power switch.

Open your motherboard manual and look under "System Panel Connector". Make a connection between the power and ground pins using a flathead screwdriver (its essentially the same as pushing the power button on your case).
