HGV driver EWTD and driving hours

I'm slightly confused and hope someone can help me with this. As a driver I know the driver time regulations pretty well but as my job also involves additional work such as loading and unloading the vehicle do I also have to comply with EWTD regulations?
Here's where it gets complicated, the 11 hour rest period as set out in the EWTD is the same as the 11 hour rest period required by driver hours regulations but if I reduce this to 9 hours(as allowed by drivers hours regs 3 times a week) am I breaking EWTD regulations?
All the EWTD sources I have found to date have been specific to health service employees.

Both the tacho regs and WTD have to be complied with while driving and carrying out other work,For example a person who starts work at 0700 and who drives just say for 3hrs and does another 3hrs work unloading even though that person has not drove more than the required 4.5hrs.
They are required to have a break of at least 30 mins under the WTD after the break is taking and a person works for another 6hrs they would be required to take another break of 30 mins.

The tacho rules apply regarding the reduced rest period from 11hrs to 9 hrs .
