Would it be possible to get one before October does anyone know? I would be starting from scratch (Theory test/lessons etc). And how would I start off about getting one? I have a B class licence

Yes very possibl, just don't waste time. Book the theory, when you pass go straight to the tax office to get the provisional licence. Then book the lessons, you could book the test then also if you feel your ready for it. You might not have it for the start of October but will by the end once you pass first time!
