Oil leaking onto the belt and incorrect tensioning are common causes other then failed pulleys/tensioner.

Other than what the Doc suggested I'd be questioning whoever done the TB change before, where the tensioners and that changed or just the belt?

so, the garage can't find the problem with t/b, now saying something got in and shredded it. anyone had a t/b shred on them??

Very difficult for any foreign object to get in to the timing belt unless the is parts of the cover damaged or missing.

I'd be checking the large water pump bolt, there are a few small 10mm bolts and one 13mm one which has a very tight clearance between it and the timing belt. I've seen the plastic tensioner pulley from cheap timing belt kits distort and cause the timing belt to run off track and fray against this 13mm bolt, eventually failing.

The tensioner and water pump are still in place, but have you checked them to see if they are still turning freely?

Unless the belt has been fouled by a foreign object I think the person who fitted the belt has a liability here.
