I'd say never, if you can get away with it. The only time I've ever replaced a rim is after a crash that buckled my front wheel to bits.

When the breaking surface has been worn away

Some rims have a " wear indicator" a recess into the rim wall that is normally painted black -

look at the enlarged image on these and you will see it on the rim wall above the decals. When this shows wear you replace them. On a rim that has no wear indicator use a dead straight edge ( steel rule is good)
and hold the EDGE against the the rim. If you can fit a standard business card between the edge and the rim it needs replacing.

I had a front worn rim blow apart coming down the devil glen once and I am fanatical about caring for rims since

Some wheels have a wear indicator, such as a groove or an indent from the inside which shows up as a hole when rim has excessive wear.
Here's a link to the topic of rim wear on the CTC (UK) website.

My experience when commuting in the city was that the rims usually lasted about 8,000 km, wear being severe due to speed and frequent braking.

Some entry level wheels are uneconomic to rebuild.
