    I know how to renew etc..., I would just like to clarify this point:

    To re-new in order to get a second provisional license do you first have to attempt the full license test?

    No you are grand. You can renew your 2nd learner permit the same way you apply for your 1st learner permit.

    Though when applying for the 3rd you don't necessary need to have sat a test and failed you can just have a letter of acknowledgement that you have applied and or letter with your test date which is probably better to have as proof that you have applied and will sit a test, you can always cancel it afterwards if you aren't ready to sit the test once you get to your 3rd learner permit. I would suggest to apply for your test if you are ready while on a 2nd or before it expires!
