Claiming VAT and duty back

    Hi, somebody told me this today but I'm not 100% sure, I'm actually fairly sceptical to be honest!

    I purchased a pricey goods (car parts) for a foreign friend from USA and paid the customs duty and VAT to get it into Ireland as USA is outside the EU. The reason was that this particular company would not ship to Russia, cold war and that rubbish. That was straightforward to get them here.

    However, I was told this today, as these goods will be leaving the EU again, going to Russia, complete with packaging just as it arrived here. I was told today that if the goods are only here temporarily and are leaving the country, I can reclaim what I paid for them in VAT and/or duty.

    Would anyone know anything definitive about this? I am a private individual, not VAT registered, so am doubtful.

    The only relief for customs which I would have thought would apply would be Inward Processing Relief.

    That would be where a person from outside the EU, sends goods into the EU for work to be done on them and then for them to be moved back outside the EU.

    Your case would be very similar but

    1. You are doing no processing on the items
    2. This is not a business transactions.


    I'd get onto customs and lay out your case. I might have missed some other clause, but if there isn't one, Customs might give you a refund on a concessionary basis.


    I would also imagine that if you contact Revenue you should also get the VAT back on the basis that these goods will not be enjoyed in Ireland.

    I'll be honest with you, I've never seen a case where an unregistered person has done something like this.
