Vibrating bath immersion

We have a normal indirect copper cylinder in the hot press with dual immersion. I replaced the immersion and stat about a year ago after the old immersion failed (after 12 years) and the new immersion has been working ok up till now... the sink element is working ok but the bath element is not, when the bath element is turned on the immersion starts to vibrate and not heat. I disconnected the electrical supply to both sink and bath elements and they are both getting mains voltage when immersion is switched to sink / bath. Bypassing the stat did not get the bath element to heat up either. The immersion switch and timer were also replaced about a year ago (timer motor failed). Does anyone know what impedance should a standard sink and bath element have? (They are both reading around the same) and what would cause the bath element to vibrate when turned on??
Don't think the cylinder would be up for another immersion change as the copper had perforations after warping when I removed the immersion last year and had to solder the copper to stop the leak (which just about worked...)
    Any help or advice appreciated
