Is this an electrical issue?

My wife's '97 Toyota Camry is having issues. When she picked me up from work the other day the left flasher/blinker/whatever was not working. When I say not working, I mean she would use it and it was dead (no ticking noise, the switch just sat in place). The right one still worked.

20 minutes later the right one went as well, and so did the hazard lights. No flashers/blinkers work on the car now.

I replaced all of the fuses, and I also replaced the flasher relay, however this did not solve the problem.

Do you think this might be an electrical issue, or an issue with the multi-function switch perhaps?

Usually the hazard light switch box has the control unit in it so would check that and maybe a bad contact on indicator stalk. Happened to me on a skoda same sort problem Changed the hazard switch and that was it
