Heightening a boundary fence

There is a wooden fence as the boundary for us and our neighbours, the neighbour has gone and is extending the height of this by building planks on top of each other on his side of the fence.

He is securing these in place by attaching them to the concrete supports for the already in place wooden fence.

Are there any planning obligations for this?or is he allowed to build whatever he wants on his side even though it affects our view?

AFAIK there's a maximum of 2m for boundary fences/walls at the rear of the house and 1.2m at the front. Any more than that and you need PP.

your council will know the specifics so ring them. if over 2m its likely to be an enforcement issue.
