ICHAS- How can this be allowed?

Upon reading the info on this site regarding the Counselling and Psychotherapy courses offered at ICHAS, I have realised that to study there would be a waste of time and money. It just really angers me that an institution can set up and market a course which is going to cost people money and leave them back at square one or worse after a year's study. How can they get away with this? Allowing people to spend money when they are knowingly giving a course which is not up to the standards needed for employment in the area, unless of course a person goes ahead and practices as a counsellor when they're clearly not properly qualified? Is there no legislation in place which can stop this?
