Question based on advert pay

Hi, looking at adverts where the salary states Negotiable or DOE. Can you ask before applying to HR what the top and bottom end of their scale are?
Currently working (manager) and looking at another similar post but haven`t done an interview in a long time so not sure of the etiquette on this one:confused:! I basically don`t want to go through a process and waste my time and theirs if the salary would not be at least matching my current one.
    Thanks in advance.

They would never tell you; what's the point of not disclosing the salary and then share it?

Many will give you an answer, particularly if it's through a recruitment agency.
