    see what you did there? Usually mutually exclusive.
    Lidl do jacks for €25ish...don't really meet all your criteria though.

    Useless if your working on something that needs the wheel off though

    why not get a can of expandable foam from heatons or halfords, then get the repair center to do the grunt stuff.
