Bank refusing me to access my money? legal?

    Hi one of the main Banks is refusing me access to my own money,in a savings account. The person who looks after my affairs knew that I might need access to it,he knew well my circumstances I had been dealing with him for years. He told me that I had instant access to it. Yesterday I looked for some of it,he is now retired and another man is looking after his portfolio now. She said that it's locked in for 2 years and there is no circumstances,other than serious illness,in which I can access it.

    I was dumbfounded,this man has known me for years,knew very well that I may need access to some or all of it,therefore I cannot understand how he would have put my money away for 2 years knowing this. He told me that I had instant access to it but it turns out now that I only have access to 10% of it.

    He will probably deny if contacted that he told me that I had access to the full amount but he did,and knew that I might need it. Ok I didn't read thoroughly what I signed,but I trusted this man to look after my affairs. Maybe he made a mistake,but it would be difficult to prove.

    They are simply now denying me access to my own money which I need.

    It's my money and I'm being denied access to it.

    Is this legal?.
