I have car learners permit since last year and I passed my theory test for a motorbike yesterday and I want too add this to my permit I was told yesterday in the tax office I have to do the eyesight report again and pay the 15 euro fee, I thought it was free to add a category to a permit?

You don't have to do another eye test OP. And secondly it's free to add another category to your LP as long as it's still in date. All you need is another LP application, 2 signed photos and your theory cert.

Hi, thanks that's great, are you sure about not doing the eyetest cause I rang another tax office and i couldn't exactly understand what he meant but he said I would have to do the eyetest as it was my first permit but adding a category was free, but as I already have a valid car one am I exempt from it?

No because I was in your situation a few years back. I'm sure if you asked someone else in the tax office they'll tell you different. The eye sight report from your car should cover you for the bike.
