This is what the mother uses grooming dogs.

you will most likely waste your money on a cheap razor. The motor isnt strong enough in them for cutting dogs hair and wont be much good to you after probably one cut.
She used her old hair dressing razor on the cocker and it was no good after one cut..

By the way its not something easy to do without having your dog in pain if its matted. The mats will pull on the dogs hair and the area under the mats will be really sensitive. Its not just as simple as pushing the razor along either. you must follow the growth of the hair to do it right.

I tried doing our old cocker before with her showing me thinking it was easy with the proper razor and he wasnt too badly matted and it was far from easy.
you also have to be careful doing around their ears as its sensitive there too and if there's mats there pulling and tugging will cause a lot of pain and the quietest of dogs could make a snap at you if you hurt them too much.

since you want no grooming just a shave it would probably be cheaper getting someone to do it than paying out for a razor that you never used before. You also dont have the proper table to hold the dog in all the right places.
