Can anyone tell me if it is illegal to use firethorns against a boundary wall in a front garden. Not talking about letting them get huge but would just like to keep them slightly above the wall and train it into a hedge.

is that pyracantha you mean? the main issue with somthing like this is the thorns, if a passerby or neighbour was to damage themselves on it you would be liable for that damage. not really a plant for a boundry with neighbours or passerbys, unless you intend to maintain it against the wall and not let it get above it.
