Import Duty on a Rolex from USA

I just purchased a Rolex watch online in Texas for $2000 US. I have checked the duty calculator for Irish customs and it is showing an absurd import VAT amount of €738 to be added once it arrives. The seller is above board and will only state the value that I paid on the manifest. Obviously this is blind robbery by our customs people and I will not be robbed so I am looking for other options open to me to avoid this extortion. I have an address in the UK and believe it is a flat 17.5% of the billed amount which is fair. However another option is open to me which is where I have a question. My brother lives in fuerteventura and returns home regularly. If I was to have the item shipped to him would I be exposed to penal custom charges like Ireland and UK ? The only reason I ask is that as far as my knowledge goes on the canaries has a reputation of being duty free. If anyone could enlighten me as to weather this is an option available or not I would be much obliged.
