Need to book a test before renewing Provisional licence?

Hopefully someone can clear this up for me.

Years ago it used to be the case that you could apply for a provisional licence, renew it but then would have to sit or apply for a test before you could get your third provisional licence.

    What is the situation nowadays?
Do you have to apply for a test each time you apply to renew your provisional licence? That seems a bit strange to me as you could get called for your test within weeks and not be ready for it.

Edit: Nevermind - I should have read the FAQ which has the info.
    FAQ wrote:
If applying for your third or subsequent learner permit, you must, in addition to the above, provide either (a) a Certificate of Failure showing that you sat the driving test within the previous two years, in which case your learner permit will be renewed for two years; or (b) a confirmation or appointment letter from the RSA showing that you have applied to sit the driving test, in which case your learner permit will be renewed for one year.
