Help with cyprus hedging

I have a lot of cyprus hedging around the house, planted for about the last 15/20 years. Its a very thick hedge on top but the lower parts are bare. There is a stone wall in front of the hedge and in the last couple of years the bare section of the hedge has started to move above the wall leaving a gap between the wall and the hedge.

Is there anyway to promote growth to get rid of this gap. Is it possible to under plant the hedge with some new plants and allow them to fill up the bare areas?

dont think there is much you can do there as these don't really regrow from old wood.
