Getting married in Ireland ( couple don't live in Ireland)

hi, my question regards civil marriage in Ireland. My mum and her fiance would like to get married in Ireland. Both of them are citizens of European Union but not of Ireland, they don't live here, only I live here. Does anybody know what procedures or documents they need to produce? Is it possible if they don't live in here?
    thanks for any help..
