Paying USC when I shouldn't be?

    Hi everyone,
I currently have two paid jobs, one is a 12 week placement and the other is a weekend job. The placement is 35 hours at €8.65 and the weekend job is between 3 and 20 hours a weekend. I am paying USC but I thought you didn't have to pay this in 2012 unless you earned over €10,036 at which point you would start paying USC.
I am on a month/week one basis. Both employers got tax certs, but I was paying USC when I only had one job too.
Is this USC refundable at the end of the year?

Also I have split my tax credits between both, I am paying a lot of PAYE in the placement. Revenue allotted me enough tax credits to do me for the 12 week placement and left the majority of my TC with my weekend job. When I get my P45 in about 2 months will I be able to claim back all the PAYE as my total earnings will be under the allotted TC for that employer.

    Thanks for your help! :)
