Phone not dialling out.

If someone could help, i'd appreciate it. I posted on the tesco thread but no answers. My phone (cheap nokia - but only few months old) won't dial out. get beeps and then phone flashes "emergency calls only". There's no signal anywhere in the house BUT no news anywhere that anyone else is having problems. What else could…

PS i googled and read the threads about taking out sim and battery and replacing. still nothing. Anybody? This is my only phone and not near anyone to try my sim in their phone.
