I'm not including London, New York, etc

For a long time there were three counties in Ireland that never won their provincial championship for senior football

Then Westmeath footballers won in 2004

So only two counties left, name me these two

    Wicklow and Fermanagh.

Wicklow might have won in 1902 (when clubs represented counties in the final) but Bray Emmets were representing Dublin at the time. They later moved to Wicklow.
