Clothing for commuting?

I've been cycling on and off for more than 20 years but have never had a 'proper' bike. I'll shortly be remedying that, and doing a 10k or so commute every day. Just wondering what would be the best clothing heading into an Irish winter? Do I need to get tights etc? What shoes would be waterproof? Any other tips?

    Thanks in advance.

Ps I can change in work and probably store some clothes there too
