Buying a new Laptop without an operating system?

I already have an operating system license so im looking for a place to buy a new laptop but wont want to have to pay for the OS.

I asked dell if they shipped without OS but they said No.

Does any other reliable laptop manufacturers sell without an OS?

pcspecialist.co.uk do supply laptops with no OS although there is a test version of Windows 7 on which they seem use to test the machine prior to shipping.

You can then install whatever OS you wish formatting the hard drive according to your requirements,
