Civil Service - Higher Scales

    I notice for some civil service grades there are higher pay scales as well as the normal ones. Can anybody explain why there are higher scales and who gets paid these higher wages?

    Think I'm correct in saying that the higher scales came about due to union negotiations in relation to restructuring of grades.

    Check out following cirlulars for more info

    PSEU: Circular 24/1995

    "25% of the Executive Officer grade in each Department will
    be on the higher scale for that grade. 30% of the Higher
    Executive Officer grade in each Department will be on the higher
    scale for that grade."

    30% of the Administrative Officer grade in the civil service
    will be on the higher scale for that grade.

    Basis for Progression to Higher Scales
    All assignments to the higher scales for Executive Officer
    and Higher Executive Officer, both initially and subsequently,
    will be made departmentally. There will be no interdepartmental
    element in making these assignments."

    "There will be a standard scale and a higher scale for
    the new Clerical Officer grade. There will be no distinction in
    liability for duties between staff on the standard scale and
    those on the higher scale. The number of persons to be assigned
    to the higher scale for Clerical Officer will be the equivalent
    of 30% of the number of persons serving in the existing grade of
    Clerical Officer."
