What would be the cheapest way to build a 400mm high retaining wall using standard concrete blocks?

Would the block have to be laid on its side or would it be ok as normal for this low height?

A retaining wall's size and material type depends on many factors.

What exactly are you looking for the wall to retain?

Basically the driveway kerb is 400mm above the lawn so was planning a retaining wall approx 1200mm back from the kerb to make a feature.

Ceng territory, what I might suggest you would probably consider overkill
