Boting cistern to pa - whihc order?

    I bought a German branded cistern and pan. Looked nice, but no instructions.

    The two bolts to secure the cistern to the pan have more washers than I have seen before, so which order is my question.

    Each bolt goes through a plastic washer with a rubber seal, This goes inside the cistern. For each bolt, then I am left with a plastic washer, a rubber washer (same size) a nut and a plastic key which also is threaded for the bolt (this key does not fit the nut).

    My thinking is to use the plastic washer under the cistern. Thread on the extended bolt and tighten it with the nut making a good seal. Then use the rubber as a seat, but I am not sure if this will give me the pull I need to seal the cistern at the big seal (under the siphon) to the pan.

    Any ideas?
