Question about Free Fees

One of the requirements for the Free Fees scheme is to be a resident for 3 out of the last 5 years. After figuring out the date I came to Ireland, and finding the earliest evidence to prove this date (ex, utility bill), I am going to be short a couple of weeks of 3 years.

Question: I wanted to know if anyone has been in this situation, and know if the fee offices are lenient or quite strict about having exactly 3 years? For instance, do they count every single day, or just general see that you have been here for 3 years.

    Thanks for your help!
