Hi Came across a 3 way tap connection today,similar looking to a 3 way splitter,can someone explain the purpose of such a connection?

You mean taps in general? They're used on large distribution systems based on trunk cables, 'tapping off' enough signal for the outlets to be served & passing the rest on down the trunk.
