We are finalising a major college project and are intending to use some kind of gps tracking device that could track for example, pets, altheizers patients, special needs, children that have gone missing. We would be able to locate where they are and what direction they are heading in. We have yet to select a niche market and need to investigate the regulatory environment surrounding each of these possibilties to see if any need to be reasonably excluded from our plans.

Was wondering if you could point me in any direction to seek information whether any of this would be legal/illegal.

The Data Protection Commission and/or EU Article 29 task force may have some reports on this. Think postcodes, Google maps, etc. By finding legal and regulatory reviews, that may inform your thinking.
