A friend of mine is moving into a new place shortly and there is a phone line present although it is apparently "disconnected". Eircom have informed him that they are the only people who are able to reconnect it and he must pay their fee to reconnect it along with taking a year contract out with them for line rental.

He wants to use Smart broadband which is available in the area.

Are Eircom talking out their ar$e?

Yes, to be honest, any operator can do it. Thought Eircom were offering free installations and reactivations?

My understanding is that eircom can re connect the line if its physically out because they own the equipment. Any provider can activate a dead line. Smart should be able to offer this re connection but they will get eircom to reconnect for you and may cover the cost.
