Repair to alloy wheels?

    Folks

Have a look at the pic and let me know what ye think?

I'm looking at buying a car and am curious as to whether repair work has been done to the alloys or not. If so, what kind of repair work is it? From the pic, does it look as if it has been welded and then sprayed over?

There is also some excess alloy paint on the brake callipers as well, possible from a spray can but this is not visible in the pic.

Note, its hard to the touch, hence it is not bubbled alloy paint

It's just a bit of surface corrosion. Nothing to worry about beyond the obvious cosmetic/appearance issue.
