insulation fire

    ok was on a site today large domestic house in northeast and the plumber was about halfway tru his second fix when he went to solder the pipes for the kitchen sink .now the copper pipe was let up tight aginst the internal leaf of a cavity block wall which had insulated palasterboard dot and dab struck to it(63mm) it had a slot cut out to let the pipes stump up .but when he went to solder on the two elbows the insulation caught fire and i mean realy caught fire!!! it lit the back of the sheet and because there was no window board fitted it spred up the wall like wild fire .thankfully there was a water hose on site to put the fire out but it made some mess ( at lease 3 8x4 of insulated pasterboard and replasreing needed a new big window two socket to be rewired and the place is black with smoke)

    now my question is should this have happened should it have went on fire?

    i have the details of where it came from but dont want to post them yet

    or is there any "Specification" for internal insulation in regard to spread of flame

    Was this yellow foam backing, or white polystyrene backing?
