Are you sure you have the battery connected correctly?
If so maybe the fence was hit by lighting at some stage and the circuit is fryed? Can you see the printed board - is there any burn marks on it?
Maybe you local Co-op / Hardware store could check it out for you.

You really got to discover what each lead is. Mixing them up wont work. There has to be an earth, and a power out line. Is the other one by chance an insulated double that used to go to the 2 battery terminals (+ and -)?
Anything on the ends of any of the leads?
    What colour are they?

I'm fairly sure I've connected the batter inside correctly it's outside where you connect the fence wire there are three connectors I can see the bare outline of a diagram but can't make it out I think the middle one is for the earth and the outside two are for low and high power but this is a guess on my part no burn marks on the fence and the bloke that gave it to me said it works grand ( only not for me) and he went on holidays for two weeks. Anyway thanks for the help so far

Any sign of what breed it is so you can look it up on web??.
Have you got a fence tester ?? use it to check see if it's working.
You will need to open the casing to see the printed board that kingstown ask's about.

I'm thinking this fencer is goosed.

    1. How do you know the battery is connected ok? Are ther lights on or flashing or a display or ticking sound?

2 with three terminals outside there are very few combinations that result in no shock.

3 if you know the battery is good and the unit is on get a short piece of insulated wire and strip the ends. Start crossing between the terminals, if you don't get a spark then the fencer is dead

It mighty be worth opening the unit up. I've seen where a fencer gets wet the wires coming to the other side of the output terminals corrodes and breaks off. This would be worth looking at.
