For English paper I like to have 3 different booklets one for each section.I'm not going to fill all the pages but I like to switch between questions in the exam.
Is this frowned upon ? Also in German I tend to write a page and half for the written part and there's not enough room on the paper.Am I allowed to do it on paper ?

Nah, it's fine once you clearly label the question on each page. :)
Same for German. It's completely fine once you label the question. Like if you have to continue onto a separate page, just make sure to put something like, "This question continued on spare page"
And on the top of the spare page, something like: "Continuation of Question 3 (or whatever question it is).
    :D
