This might be a very stupid question but is it possible to calculate how long 1 litre of kerosene will take to burn based on central heating boiler stat temperature, desired room temperature, boiler efficiency etc.

No, it can be calculated by nozzle size and pump pressure for how long it will last. The other factors along with boiler & burner efficiencies will determine how long the burner will fire for before reaching the desired room temperature. System size will also be a factor.
If it is just that you want to know how long a litre of kerosene will last then the pump pressure and nozzle size is all you need to know.

Yes, it can be calculated. If the "etc." is known. A polynominal calculation.
